Peter Borukhov
President/Owner
Peter Borukhov began his career in criminal justice as an investigative intern with the NYC Department of Investigation while studying at St. John’s University. He went on to serve as a paralegal in the Queens District Attorney’s Office, gaining early exposure to the inner workings of the criminal court system. Motivated to make a greater impact, Peter joined the NYPD as a Police Cadet, later graduating from the Police Academy and being sworn in as a Police Officer.
Over the next two decades, Peter served in some of New York City’s most demanding precincts. He quickly advanced to plainclothes investigative teams, including the Burglary Apprehension and Grand Larceny Auto Units. His dedication led to assignments in specialized operations such as Street Narcotics Enforcement, Street Crime Teams, and Business Conditions Enforcement. While on active duty, he also earned a graduate degree in Police Science from John Jay College.
Peter’s leadership and commitment were widely recognized, earning him over 30 awards for Excellent and Meritorious Police Duty. He was eventually entrusted with mentoring and leading new recruits, reflecting the respect he earned among his peers and supervisors.
After retiring in 2024 with more than 23 years of honorable service, Peter founded American Private Consulting Group / NYS WatchGuard Security Agency, a subsidiary of American Security. His company proudly employs and partners with retired law enforcement and military personnel, continuing his lifelong mission of service and protection.
Carlos Rodriguez
Director of Operations/HR
With over 21 years of distinguished service as a Veteran of the New York City Police Department, where he served as both Police Officer and Detective, Carlos now brings the same dedication and expertise to the private sector.
Throughout his law enforcement career, Carlos developed deep expertise in criminal investigations, community policing, patrol operations, and interagency collaboration—all centered on enhancing public safety and improving quality of life. This foundation has provided him with exceptional leadership, problem-solving, and communication skills.
In his corporate roles, he plays a vital part in ensuring new hires experience a smooth and engaging onboarding process, supporting employee retention and fostering a positive workplace culture. As Director of Operations, he oversees key business functions, streamlines processes, and contributes to strategic planning efforts that promote organizational growth and operational excellence.
After retiring from the NYPD, Carlos was invited to join his longtime partner, Peter Borukhov with whom he served shoulder to shoulder in the Police Department—to help lead operations in the private sector. Together, they continue their shared mission of service, leadership, and excellence in a new professional chapter.
Known for being detail-oriented, solutions-driven, and dependable, Carlos thrives in high-pressure, fast-paced environments and embraces a team-first approach. His ability to build strong cross-departmental relationships and deliver results makes him a valued asset committed to continuous improvement and meaningful impact at every level.
Jose Camacho
Field Supervisor | Armed Division | American Private Consulting Group
Jose Camacho has devoted his life to service and leadership. His journey began in the United States Navy, where he served as a First Class Officer. During his military career, he was deployed across multiple continents aboard some of the Navy’s largest battleships and submarines—defending freedom and representing the United States with honor.
After retiring from the Navy, Jose embraced a new challenge and joined the New York City Police Department. Throughout his law enforcement career, he earned a reputation for integrity, discipline, and strong leadership. Assigned to specialized units, Jose tackled high-risk operations and became a respected figure within the department. His dedication earned numerous Excellent Police Duty.
In 2024, after a long and distinguished public service career, Jose retired from the NYPD. Shortly after, he was invited to become a Field Supervisor with the Armed Division of American Private Consulting Group—a role he accepted alongside his best friend and longtime partner, Peter Borukhov with whom he shared countless challenges and victories during their time in the NYPD. Together, they continue to lead by example, building a culture of professionalism, accountability, and trust.
Jose remains committed to serving and protecting—now in the private sector—bringing his unmatched experience and leadership to every mission.
Kevin Vidal
Director of Counterterrorism | American Private Consulting Group
Kevin Vidal is a seasoned security strategist with over two decades of experience in high-stakes law enforcement and infrastructure protection. He began his career in 2001 with the New York City Police Department, serving in Brooklyn’s most challenging precincts before being recruited into elite specialized units, including Anti-Crime, Target, and Impact.
In the latter half of his NYPD career, Mr. Vidal became a specialist in counterterrorism and advanced crime prevention. A recognized expert in urban security, he conducted hundreds of comprehensive vulnerability studies on New York City’s most high-value buildings, directly advising stakeholders on the implementation of advanced security measures to harden these assets against evolving threats. His expertise is validated by specialized training from FEMA and other federal agencies in active shooter response and terrorism prevention.
Now leading the Counterterrorism Unit at American Private Consulting Group / Armed Division, Mr. Vidal leverages his deep operational background to provide private and public sector clients with elite risk analysis, site security evaluations, and proactive deterrence strategies.
Albert Hakimi, Esq.
Senior Legal Counsel/Head of Legal Department
Albert Hakimi brings a decade of elite legal experience and strategic leadership to our company’s legal department. As the founding partner of The Hakimi Law Firm, Albert has spent the last 10 years building a reputation as a meticulous advocate and a sharp-witted negotiator, serving clients across all 62 counties of New York.
